Statewide Training and Development

For over 25 years, Wyman’s Teen Outreach Program (TOP®) has been a cornerstone of our work with teens in metro schools. This evidence-based model combines a safe, engaging group setting with service-learning to help young people build healthy behaviors, life skills, and a sense of purpose.

Since 2012, Oasis has brought TOP® to young people in state custody (foster care and juvenile detention) statewide through a partnership with the Department of Children’s Services (DCS). Oasis is a Certified Replication Partner in Wyman’s National Network and offers training in the TOP® model and oversees replication of the model. Each year, Oasis leads the adoption of TOP® at 23 sites across the state, reaching more than 1,000 young people in state custody annually.

Participation in TOP® has significant positive effects for youth and staff at these facilities. An evaluation led by Brandeis University indicates that TOP® improves adult-youth relationships, increases youth engagement, and lowers rates of incidents like running away or committing acts of violence.
