Statewide Training and Development

For over 25 years, Wyman’s Teen Outreach Program (TOP®) has been a cornerstone of our work with teens in metro schools. This evidence-based model combines a safe, engaging group setting with service-learning to help young people build healthy behaviors, life skills, and a sense of purpose.

Now, Oasis is working to bring TOP® to youth statewide through a partnership with the Department of Children’s Services (DCS). Oasis is a Certified Replication Partner in Wyman’s National Network and offers training in the TOP® model and oversees replication of the model. Since 2012, Oasis has led the adoption of TOP at 22 sites across the state, reaching than 1,000 young people in state custody (foster care and juvenile detention) each year.

TOP® is having significantly positive effects for both youth and staff at these facilities. Through an evaluation led by Brandeis University, we’ve seen that TOP® is improving adult-youth relationships, increasing youth engagement, and lowering rates of incidents like running away or committing acts of violence. In residential facilities we’ve trained, youth participating in TOP have contributed over 12,000 hours of service to Tennessee communities.
